Meet Our Founder

Attorney Samuel A. Agaloos

Attorney Samuel A. Agaloos’ law practice made a headstart long before passing the Bar examination. His law student days were spent in volunteering as a legal researcher, writer and secretary of lawyers for him to gain knowledge and experience.

After his admission to the Bar, he immediately established his own law firm at 2/F Philtrust Building (formerly Callangan Bldg) Bonifacio Street, Tuguegarao City, Cagayan. After several years of practicing alone, he is joined by several lawyers who have the same passion, values and work ethics like him.

He and his team provide legal services in the areas of civil and family law, criminal law, labor and administrative law, Property Law and Real Estate Transaction, Fishery Law, Corporate Law, Agrarian Law and Land Registration.

They also advise and support clients in the regulatory and compliances processes involving laws and regulation on public procurement, data privacy and anti-corruption, among others.

The Law Firm has represented various clients in matters involving child custody, spousal and child support, domestic or inter-country adoption, annulment, probate of wills, breach of contract, torts and damages, legal briefs or legal advisories, document preparation and contract drafting, verification of titles with the Registry of Deeds, and notarial service.

He is an environmental lawyer. He has prosecuted poachers foisting as Filipino fishermen which earned the government fines amounting to millions of pesos. He travels around the country lecturing about R.A. No. 10654 or the Fisheries Code of the Philippines and other environmental laws. He also attended various trainings both in the Philippines and abroad on Wildlife Protection and Conservation.

His passion for the law is at the heart of his work, and is rooted in justice, righteousness and truth. He is a devout Catholic, Lay Preacher, Motivational Speaker and Certified Life Coach. He incorporates all these in his practice of law to add value to the services he and his team provide to their clients.

As a Certified Life Coach, he employs this discipline in the areas of managing disputes, litigation and regulatory matters involving their clients for them to arrive towards empowered and informed choices affecting their business. He also employs his skill as coach in engaging with their clients embroiled in different forms of litigation for them to manage their stress, emotions and mental health.

Being a Motivational Speaker, he serves his company clients by providing trainings, workshops and talks about the value of integrity, hard work, ethical conduct in the workplace and helping them build a diverse and inclusive work environment for everyone minimizing employer-employee conflict, maximizing employees’ productivity and cooperation by making them own their actions, help build solutions as a team by focusing on what matters for the good of the business.

Atty. Divine Grace P. Berbano-Bartolome

Certified Public Accountant and a member of the Philippine Bar who provides comprehensive legal services to individuals, professionals, corporations, and institutions. Her combined background in law and accounting enables her to offer practical, strategic, and results-oriented legal solutions, particularly in matters where legal, financial, tax, and regulatory issues converge.

Prior to and alongside her legal practice, she served as a university instructor in accounting and law at University of Cagayan Valley, sharing her knowledge with future professionals. She also served as a coach with Jurists Bar Review Center, mentoring Bar examinees and contributing to the development of aspiring members of the legal profession.

Her practice covers a broad range of legal fields, including taxation, tax compliance and planning, banking and financial laws, corporate governance, Securities and Exchange Commission (SEC) compliance, civil law, special laws, labor and employment matters, land and property disputes, agrarian reform (DAR) cases, criminal law, and legal matters involving accounting, auditing, and financial transactions. She also provides legal consultations, legal opinions, contract drafting and review, document preparation, and regulatory compliance services.

She has represented clients before the regular courts in civil and criminal litigation involving family law, succession and estate settlement, property disputes, special proceedings, and criminal prosecutions and defense. She likewise assists clients in administrative and regulatory proceedings before various government agencies, including the Department of Education (DepEd), Professional Regulation Commission (PRC), Philippine Health Insurance Corporation (PhilHealth), Bangko Sentral ng Pilipinas (BSP), Department of Labor and Employment (DOLE), Department of Agrarian Reform (DAR), and other administrative and quasi-judicial bodies.

ATTY. RONALDO R. LIBUNAO

A lawyer and Best Bar Ever passer who provides legal services in marriage annulment, land disputes, and other civil matters. He is currently in government service and is authorized to engage in the private practice of law, allowing him to bring to his clients the benefit of extensive experience in both public administration and legal practice.

Atty. Libunao currently serves as Head of the Fisheries Production and Support Services Division of a national government agency. As a licensed Fisheries Technologist, he possesses specialized knowledge of fisheries, environmental, and natural resources laws, as well as the policies and regulatory framework governing the fisheries sector. His work includes participating in the formulation and development of Fisheries Administrative Orders and other regulatory issuances that promote sustainable fisheries management and regulatory compliance.

Previously, Atty. Libunao served as Chief of the Administrative and Finance Division, where he gained extensive experience in the application of administrative law, public administration, government procurement, human resource management, and regulatory compliance. His years in public service have provided him with a comprehensive understanding of government processes, enabling him to effectively advise clients on matters involving administrative agencies and regulatory requirements.
